01Scope and limitations

Edition: Area Edition  ·  Zones compared: Santa Ana and Atenas  ·  No property examined

An Area Edition is commissioned before a property is chosen. It describes the conditions of living in two zones, drawn from the public record and from direct enquiry to the bodies that supply each service, so that the choice of neighborhood is made on facts rather than on what a listing says about a view.

No property was identified and no title, corporate, tax or permit record was examined. Nothing in this report describes any specific lot, house or listing, and nothing here should be read as a finding about one.

This is not a legal opinion, not a valuation, and not a recommendation that either zone is the better choice. Conditions change, and a finding accurate on the date it was checked may not describe the position today.

About the figures in this sampleValues, dates and names here are illustrative and have been redacted or replaced. An issued report carries the actual values, the statement each one came from, and the date that statement was pulled.

02Zones compared

Defined with the client at engagement  ·  Confirmed against cantonal boundaries on 06 October 2026
Reported
Zone A
Santa Ana, San José province. Districts of Pozos and Uruca, including Lindora
Zone B
Atenas, Alajuela province. Central district and Jesús
Elevation range
Approx. 900 to 1,100 m (Zone A)  /  approx. 600 to 900 m (Zone B)
Drive to Juan Santamaría
Measured on two weekday mornings, both zones, stated in section 04

Zones were defined by cantonal and district boundary rather than by the names used in listings. "Lindora" and "Río Oro" are commercial names, not administrative districts, and a listing using one may sit in a different district from the one a buyer assumes.

About each zone

Sources named inline  ·  Reviewed 06 October 2026

Zone A. Where the canton sits and what it adjoins, the corridor it is reached by, and the physical character of each district examined: the mix of gated developments and standalone houses, how built-up each sector is against the outlying parts of the same canton, and the commercial, medical and institutional anchors within a short drive. Private hospital campuses, business parks, schools, markets and the day a weekly feria runs are facts of the place, and are given with the operator named and, where recent, the date each opened or came into service.

Zone B. The same account for the second canton, written to be read beside the first rather than as a separate report. Where the two differ in a way that would matter to the decision, elevation and climate, density, the character of the housing stock, the distance to private healthcare, that difference is stated plainly and neither zone is described as the better one.

Neither zone is one place. The districts and sectors within each canton read differently from one another, and they are described separately rather than averaged. A buyer told only the name of a canton has been told very little.

Observed, not recorded anywhereSome of what matters about a sector is known rather than published: which streets flood first in a heavy afternoon, where traffic actually backs up against where a map suggests it should, how a sector has changed over the last two years. Anything here that comes from living in the Central Valley rather than from a record carries this label, so it is never read as a sourced finding. It is not a recommendation, and no zone is rated.

Current local conditions

Position as at the date of this report, restated for every engagement

Anything live in either zone on the date this report was issued: roadworks and their stated duration, a water or sewer project underway, a zoning or Plan Regulador process in consultation, a municipal works programme, or a development in permitting that would change the immediate surroundings.

Where there is nothing unusual to report in a zone, this part says so in those words. It is restated for every engagement rather than left standing from a previous one, because a line that is never refreshed stops meaning anything.

03Water supply and reliability

Sources: AyA, ASADA Atenas, municipal records  ·  Checked 06 October 2026
Finding recorded

Zone A. Supplied by AyA on the national network across the districts examined. Availability letters (carta de disponibilidad de agua) are issued by AyA directly, and the status of the supply at a given address is confirmable before purchase.

Zone B. Supply is split. Part of the canton is served by AyA and part by ASADAs, which are community-run water associations operating under their own statutes. Where an ASADA supplies a lot, a new connection requires the ASADA's own availability letter, and some ASADAs operate waiting lists for new connections.

Why this mattersA lot without a water availability letter cannot obtain a construction permit. Whether the supplying body is AyA or an ASADA, and whether it is currently issuing connections, is a question to settle before committing to a lot rather than after.

Dry-season pressure reductions were reported by both bodies for parts of each zone. The affected sectors and the months stated were recorded and supplied with this report.

04Access, roads and travel

Sources: MOPT route classification, municipal road inventory, direct observation  ·  Checked 07 October 2026
Reported

Route classification for every road serving each zone, stating which are national routes maintained by MOPT and which are cantonal roads maintained by the municipality. The distinction decides who is responsible for repair and how quickly it tends to happen.

Surface condition on the access roads was observed directly and is described plainly: paved, in repair, unpaved, or seasonal. Where a route is the only access to a sector, that is stated, because a single point of access is a different proposition from two.

Travel times to Juan Santamaría airport, to the nearest hospital, and into San José were measured on two weekday mornings in each zone and are reported with the times and dates they were measured, not as averages.

05Electricity, internet and services

Sources: CNFL, ICE, Coopelesca / local distributor, operator coverage maps  ·  Checked 07 October 2026
Reported

The supplying electricity utility for each zone is named, since the distributor differs by canton and so do connection procedures and tariffs.

Fixed internet availability is reported by technology actually available at the street, fibre, cable or fixed wireless, rather than by the operator's marketing coverage map. Where a sector is served only by fixed wireless or satellite, that is stated.

Distance to the nearest public clinic (EBAIS), private hospital, pharmacy, supermarket and school is given for each zone, measured from the district centre.

06Zoning, land use and municipal rules

Sources: Plan Regulador where in force, municipal Control Constructivo  ·  Checked 08 October 2026
Finding recorded

Whether each canton has a Plan Regulador in force, what it permits in the sectors examined, and what the setback, height and coverage rules are where one applies.

Limit of this sectionA use-of-land certificate (uso de suelo) is issued by the municipality for a specific lot. This section describes the rules that govern each zone. It does not and cannot state what a particular lot is permitted to do, which is established per lot once a property is identified.

Where a canton has no Plan Regulador in force, that is stated, together with the national rules (INVU) that apply in its absence.

07Terrain, hazard and environmental constraints

Sources: CNE hazard mapping, SENARA aquifer vulnerability, SETENA requirements  ·  Checked 08 October 2026
Reported

Flood, landslide and seismic fault mapping published for each zone, with the sectors identified by the publishing body and the date of the mapping relied on.

Aquifer protection and recharge-area designations, where they apply, since these restrict what can be built and what drainage is permitted irrespective of the Plan Regulador.

Whether an environmental viability study (SETENA) is required for ordinary residential construction in each zone, and at what scale of project that requirement begins.

08Municipal service charges and declaration cycles

Sources: Municipalidad de Santa Ana, Municipalidad de Atenas  ·  Checked 08 October 2026
Reported

Garbage collection, street lighting and any other municipal service charges applied in each zone, listed per canton as published, with the date of the published schedule relied on. These are the recurring charges that differ between the cantons examined.

The declared-value cycle each municipality runs, which sets when an owner in that canton is next required to update the declaration. The cycle differs by municipality even though the obligation does not.

What this section does not coverProperty tax and the solidarity tax on high-value homes are set nationally and do not differ between zones, so neither is reported here. Both are covered, with the governing law, in our buying guide, which is maintained and therefore current, where a figure printed in a dated report would not be. Tax on a specific property is reported only once a property is identified, in the Records, Listing and Full Editions.

09What the public record does not tell you

Recorded as open questions, not as findings
Reported

Items that came up during the work which no public record answers are recorded here as questions rather than left out. In this sample they include the current new-connection position of a community water association, which is set by its own board and is not published, and the condition of a cantonal road in the months after the rainy season, which is observable but not recorded anywhere.

Naming these is part of the work. A report that lists only what it could confirm leaves the reader to assume the rest was checked.

10Findings flag log

Every item recorded during the work, in the order found
  • Part of Zone B is supplied by a community water association rather than by AyA. A new connection in those sectors depends on that association's own availability letter. Section 03  ·  Recorded 06 October 2026
  • Dry-season pressure reductions were reported by the supplying bodies for identified sectors of both zones. The sectors and months stated were recorded. Section 03  ·  Recorded 06 October 2026
  • Zoning rules differ materially between the two cantons in the sectors examined. Permitted use for any specific lot is established per lot and was not examined here. Section 06  ·  Recorded 08 October 2026

Findings are stated without characterising how serious they are and without a recommendation about what to do. Where nothing is recorded, this section says so rather than being left blank.
